The Safety Assurance for Food Establishments (SAFE) framework has been enhanced to place stronger emphasis on an establishment’s food safety track record and the implementation of Food Safety Management Systems (FSMS), including the appointment of a competent Advanced Food Hygiene Officer.
When the Singapore Food Agency (SFA) first announced the new licensing framework in 2021, it planned to introduce bronze, silver, and gold tiers, offering 3-, 5-, or 10‑year licences starting from 2023. This was intended to replace the existing A, B, C, D grading system, which is based on annual assessments of food safety performance.
However, after extensive engagement with industry stakeholders and taking their feedback into account, SFA has decided to retain the letter‑grade system, even as it implements the improved SAFE framework.
After close to three-decades long, the existing food grading system will finally cease on 19 January 2026 and be replaced by the new SAFE framework. Implementation will occur in 2 phases with phase 1 starting on 19 January 2026 and phase 2 to be announced by 2027.
This new framework will apply to approximately 45,000 SFA-licensed food establishments, including food caterers, restaurants, bakeries, hawker stalls and food carts. This is a significant increase from 23,000 food establishments since 2021.
Under the previous system, grades were based on annual inspections, providing only a snapshot of food safety standards at a single point in time. This approach did not reflect whether standards were consistently maintained throughout the year.
The improved framework closes this gap by focusing on sustained, year‑round food safety performance. Establishments that consistently uphold strong food safety practices can progress toward higher grades, reinforcing their reputation and credibility. Conversely, those with weaker track records will receive lower grades and undergo more frequent inspections, ensuring greater oversight and accountability.
What is the role of an Advanced Food Hygiene Officer?
An AFHO is a supervisory-level professional responsible for:
• Developing and implementing a Food Safety Management System (FSMS)
• Conducting internal audits to ensure compliance
• Addressing potential non-compliances with SFA regulations
AFHOs play a critical role in helping establishments achieve and maintain Grade A under the SAFE framework
• The SAFE framework emphasizes long-term food safety performance, not one-off compliance.
• Category 1 establishments (higher-risk operations) will face additional requirements in Phase 2, including AFHO appointment and FSMS implementation.
• Training alone is not enough—businesses must embed systems, documentation, and culture to sustain compliance.
