Singapore’s New 3‑Month Timber Scaffold Limit: What It Means for ISO 45001

For organizations that have implemented or are planning to implement OHSMS, it is a practical trigger to strengthen safety management system, improve risk control, and demonstrate leadership in workplace safety.

From 1 January 2027, Singapore will reduce the maximum permissible duration for using timber scaffolds from 9 months to 3 months at construction and related sites. This significant regulatory change is driven by the need to reduce fire risks and address structural integrity concerns as timber deteriorates over time.

Why this matters for ISO 45001

ISO 45001 requires organisations to systematically manage occupational health and safety risks, comply with legal requirements, and continuously improve their safety performance. The new timber scaffold rule directly touches several core elements of the standard.

For SMEs in construction, landscaping, and related trades, this is a clear, high-impact legal obligation that must be embedded in your ISO 45001 system.

ISO 45001 Clause 6.1.3 requires organizations to determine and keep up to date the legal requirements applicable to their OH&S activities.

Updating Hazard identification and risk assessment (Clause 6.1.2) will strengthens your ISO 45001 risk assessment process and demonstrates proactive hazard management.

Practical operational controls for scaffolding under Operational planning and control (Clause 8.1) should also be reviewed.
